Aleksandar Andrejevic e4a1abcc2a [NTVDM] ...

- Completely rewrite the timing system. Replace hardcoded callbacks
with dynamic hardware timers.
- Finish implementing the PS/2 mouse.
- Fix the DOS mouse driver.
Inspired by a patch by Stefano Toncich (Tonix) (see CORE-9166).
CORE-9166 #comment A different fix was committed in r67219.
