Ged Murphy 6de5a3ef96 [SERVMAN] ...

- Rewrite the progress dialog making it responsible for controlling services. (starting, stopping, etc).
- Fixup the rest of the code to make use of running actions through the progress dialog.
- As a side-effect, this should fix CORE-4585
