Ged Murphy 50d1415ee4 -Start to convert tcpsvcs to a proper NT service. Supports starting and stopping via sc.exe (in windows, not working in ROS yet) ...

- use select to make accept non-blocking
- Log all data to a log file in system32. This needs converting to the event logger at some time.
- Add more error checking
-A few bugs to iron out yet
