- Fix a copypasta.

[USER32]
- Fix computing of HKL for layouts with Layout id.
- Don't call NtUserLoadKeyboardLayoutEx with bogus keyboard layout id.
- Ideally LoadKeyboardLayout should return the default system layout on failure - to be continued.
