[BDAPLGIN]

- Simply construction of CBDAFrequencyFilter, CBDALNBInfo, CBDASignalStatistics
- Find IBDA_NetworkProvider in filter graph
- Check for IBaseFilter interface when constructing the CBDADeviceControl object
