Make kernel32 / winsrv console CSR structures Win2k3-compliant.

- Fix UNICODE and ANSI versions of the Alias and History APIs. Tested with unicode and ansi version of our doskey.exe
- Implement GetNumberOfConsoleMouseButtons.
