* Make shlwapi_undoc.h compatible with C code.

[EXPLORER-NEW]
* Link with browseui.
* Use SHOpenNewFrame linked from browseui instead of explicitly loaded.
* Make use of SHExplorerParseCmdLine. Does not yet open windows in an existing process when used through commandline.
