Aleksandar Andrejevic 47c1283bd2 [BASESRV][KERNEL32][NTVDM] ...

Make our BaseSrvGetNextVDMCommand and GetNextVDMCommand a bit more Windows-compatible,
and modify NTVDM accordingly.
