Katayama Hirofumi MZ 522c02f335 [SHELL32] Fix CDefView::OnChangeNotify for My Documents (#6935) ...

Follow-up to #6916. My Documents change notification was not working
due to this bug.
JIRA issue: CORE-19615
- Use _ILIsSpecialFolder for checking PIDLs.
- Simplify ILIsParentOrSpecialParent helper function.
- Add SFVM_FSNOTIFY, SFVM_QUERYFSNOTIFY, and SFVM_GETNOTIFY
  callback calls.
