Chan Chilung 81db5e1da8 [TRANSLATION] Add Hong Kong Chinese (zh-HK) translation - Part 1 (#3941) 
Converted from Cantonese to HK-Style Written Chinese.

Also assign zh-HK translations to the ReactOS Chinese
translation team in the CODEOWNERS file.
