Katayama Hirofumi MZ 915b771037 [EXPLORER][NTUSER] Notify ABN_FULLSCREENAPP and fix monitor code (#8254) 
Enable ABN_FULLSCREENAPP notification.
Fix some monitor functions.
JIRA issue: CORE-7237
- Improve NtUserMonitorFromRect and
  NtUserMonitorFromWindow functions.
- Remove if-statement in
  OnWindowActivated function.
- Don't check WS_EX_TOOLWINDOW in
  IntIsWindowFullscreen function.
- Add IntGetMonitorFromRect helper
  function to commonize some code in
  monitor functions.
