The function didn't check if `COPY_FILE_FAIL_IF_EXISTS` bit flag is set
or not, always failing if _any_ flags were set and the destination file
already existed.
This behavior was probably implemented under assumption that
`COPY_FILE_FAIL_IF_EXISTS` is the only valid flag, but it's not the case.
There are other flags, so this was breaking applications when they intend
to overwrite a file with e.g. `COPY_FILE_ALLOW_DECRYPTED_DESTINATION`.
These functions were affected by the problem:
- CopyFileEx - exposed by Total Commander not being able to overwrite file
- PrivCopyFileEx
- MoveFileWithProgress
Also cover `ERROR_ALREADY_EXISTS` returned by CreateFileW to match Windows
behavior, making the API tests pass.
CORE-10271
- Use the NT6 structure of _RTL_USER_PROCESS_PARAMETERS
- Fix string alignment to match Vista+
- Use ImageName as fallback for the CommandLine
- Use NULL-string as fallback fo RuntimeData
- Copy the environment instead of just copying the pointer

- Initialize Iosb, otherwise the function will return uninitialized data on failure
- Add NULL check for lpNumberOfBytesWritten/lpNumberOfBytesRead to match Windows 8+ behavior, which Wine code relies on.

Fix KiWriteSystemTime and move it to NDK. The previous implementation of KiWriteSystemTime was broken and updated the fields in the wrong order. Before that it was right for SystemTime and wrong for InterruptTime. ExpSetTimeZoneInformation had it wrong for the TimeZoneBias.
Add KiReadSystemTime to read KSYSTEM_TIME values correctly, instead of doing it manually (and partly wrongly) all over the place.

Addendum to 4c8a2a8815. CORE-11954
- Uniform function declarations in .c and .h with fixes and SAL2 improvements.

Fixes 6 failures in kernel32:FindFiles test in LiveCD.
When creating a new process the monster function CreateProcessInternalW calls BaseInitializeContext to set up the context for the initial thread. One of the parameters is the PEB pointer. Instead of passing the pointer to the newly created process' PEB, the function was passing it's own PEB address, leading to test failures. How this is not an issue otherwise is a mystery to be resolved by someone else.
Also remove ros_skip_flaky marks in kernel32_winetest:process (yes, flaky, because sometimes the PEB addresses actually match)
The conime.exe program exists in WinXP/Win2k3 and it realizes Console IME. conime.exe calls kernel32!RegisterConsoleIME and kernel32!UnregisterConsoleIME. To realize Console IME, these two functions are required. CORE-11700
Win2K3 just wraps in SEH only this syscall, which appears pointless
and was removed since NT6.0. We remove it too as an experiment.
Revert the change that added SEH here from commit 6d97180 (r52899).
When no extension is provided, add default extension with correct precedence using PathFileExistsDefExtW.
- Use PathFindOnPathExW when searching in current directory and PATH environment variable.
- Fix Width String terminator to UNICODE_NULL.
- Fix all failed tests on PathFindPathExW KVM test.
