The `EnableHexNumpad` string value is specified in the
`HKEY_CURRENT_USER\Control Panel\Input Method` registry key.
When enabled, the user can enter codepoints in hexadecimal form, using:
- `Alt .xxx` ('dot' prefix), for current ANSI codepage (ACP) codepoints;
- `Alt +xxx` ('plus' prefix), for Unicode codepoints.
These two modes complement the known `Alt xxx` and `Alt 0xxx` decimal forms
for entering codepoints in the current OEM or ACP codepage, respectively.
SPI_SETDOCKMOVING allows you to turn off window snapping when moving a window with the mouse. The Win keys can still snap unless you turn everything off with SPI_SETWINARRANGING.
This reverts commit 3b3741c10a of #7679 .
It seems like the shell icon size is not the
system icon size.
The wide string L"Shell Small Icon Size" is detected in
shell32.dll and themeui.dll.
No L"Shell Small Icon Size" in win32k.sys found.

CORE-19092
Fixes the behavior of the SPI_SETFONTSMOOTHING system parameter. This also
fixes a bug when trying to select "Use the following method to smooth edges
of screen fonts" in desk.cpl.
Instead of checking if uiParam is equal to two, treat uiParam as a Boolean
that sets font smoothing on or off. This is the correct behavior according
to Microsoft documentation.
Use SpiStoreSzInt method instead of SpiStoreSz to store the value in the registry.
- Add IntIsWindowSnapEnabled helper function that reads registry value WindowArrangementActive.
- Check the registry and store the value to newly-added g_bWindowSnapEnabled global variable on startup.
- Check the global variable before Window Snap.
Win+Left, Win+Right, Win+Up, and Win+Down can be disabled by registry value WindowArrangementActive.
Snapping mouse can be also disabled. CORE-16379
CORE-11933 and PR #621.
- Remove the related hack-FIXMEs;
- Adjust NtUserGetObjectInformation() in accordance.
- Retrieve the window-station/desktop object type string in NtUserGetObjectInformation()
also from the NT Object's header.
Also simplify the UOI_FLAGS case of NtUserGetObjectInformation() by reading
the handle inheritance information directly from the OBJECT_HANDLE_INFORMATION
structure returned by ObReferenceObjectByHandle().
