- Don't compile the non-conformng swprintf (it is identical to _swprinf)
- Rename swprintf to _swprintf
- Forward non-conforming exports to the underscored versions in CRT dlls
Since we're going to remove NT6.0+ exports versioning for the kernel soon anyway.
Also, this is badly required by recently imported KMDF stack and the drivers which use it (including the new hdaudbus) to work properly and avoids the failure because of missing exports (for NT5.2 target).

Windows ntdll and ntoskrnl export a multibyte capable version of toupper (not tolower though!)
The internal version is kept as it is, because the multibyte version requires unicode tables to be set up and doesn't support IRQL > APC_LEVEL.
Why though would toupper (but not tolower) support raw, undecoded multibyte characters, you might ask. Well I don't know, but someone at MS must have decided that this is a good idea, and winetests show this is how it behaves.

This PR is an accumulation of three peoples work, with the goal of the trying to get WDF to work like it should.
This has been tested in combination with some extra NT6+ ntoskrnl against multiple drivers.

Implement IoConnectInterruptEx() for CONNECT_FULLY_SPECIFIED.
This gives ability to load various modern drivers that use IoConnectInterruptEx.
Various drivers work after this change, such as serial.sys MS sample driver when compiled with the reactos tree and many more KMDF drivers from later Windows versions.

KeLowerIrql/KeRaiseIrqlToDpcLevel/KfRaiseIrql are defined as FORCEINLINE in ntoskrnl/ke/amd64/irql.c
Use KxLowerIrql/KxRaiseIrqlToDpcLevel/KxRaiseIrql instead, which call their respective Ke*/Kf* counterparts.
