Hermès Bélusca-Maïto 40ea081198 [KMTESTS] Temporarily disable the debugger disable/reenable tests (#7424) 
They will be re-enabled ONCE our KDBG and KDCOM dlls correctly support
disabling and re-enabling.

Tested on Windows 2003 SP1.
Partially tested (but not completely) on higher versions.
