[RTL_UNITTEST] Add RtlpInitialize
...
This will be compiled as a dummy in the test library, but in the unit test it will actually initialize the required RTL things.
For now it is only RtlpInitializeVectoredExceptionHandling.
This prevents a problem with the RtlVirtualUnwind test.
