Subject: [PATCH] - Send IRP_MN_FILTER_RESOURCE_REQUIREMENTS to devices before
 IRP_MN_START_DEVICE. Allows the Windows Input Stack to load better, but we
 still have a load order bug. Patch by hpoussin.
