* CMenuBand: Refcount before assigning a return pointer.
* CMenuDeskBar: Revert change and protect the refcounting in case I was wrong to assume there will be exactly one OnFinalMessage for each OnCreate.
* CMenuToolbars: Add a debug message.
* CStartMenu: Refcount correctly.
